The front features the Rising Sun naval flag, cherry blossoms, and an anchor-emblems of loyalty, bravery, and maritime service. The kanji reads: " " (Navy Term Completion Commemoration).
Why are Navy items rarer than Army items? The Imperial Japanese Navy was dramatically smaller than the Army-roughly one-tenth its size. Navy-issued items were often limited, ceremonial, and not mass-produced. Survival rate is low, and personal items like this are especially scarce.
