Founded by Imperial Edict No. 148 on August 13, 1930, this medal was awarded to those who directly participated in or assisted with the rehabilitation efforts.

The obverse design features the chrysanthemum crest, rays of light, a view of the Marunouchi business district in downtown Tokyo, and sprays of cherry blossoms. The medal is made of 30 mm oxidized silver, and the ribbon is 36 mm wide, with white and green stripes representing cleanliness and new growth.
